Unemployment insurance taxes represent a considerable operating expense for all businesses. Federal and state unemployment insurance laws were enacted to ensure temporary financial assistance to workers who are unemployed through no fault of their own. The federal law establishes guidelines under which each state administers its own unemployment insurance program. Eligibility, benefit amounts, and duration are determined by the laws of each state. With just a few exceptions, benefit funding is based solely on a payroll tax imposed upon employers.
